　2011年11月19日に東京農工大学小金井キャンパス11号館多目的会議室において、三学会（国際P2M学会、日本開発工学会、化学工学会）が参加する第一回の連携スモールコングレスが開催された。このコングレスの共通テーマは、「開発と起業の相互プロセス：孵化・起業・事業への進化～ビジネスモデルとプロジェクトマネジメントの視点～」。
　開会の辞において、吉田邦夫国際P2M学会会長は、このような連携コングレスを開催することの重要性を強調した。特に今年起こった大震災を始めとする数々の困難な事態に直面して、日本の産業や社会が様々な問題を解決するためのより有効な方法やアプローチを見出さなければならないが、そのためにも従来の学会の境界を越えてお互いの知見や経験を交換し合い、例えば日本のイノベーションと事業化のような共通のテーマに取り組むことが必要であると述べた。
　三学会を代表するプレゼンは、その方法論や強調点やスタイルの面でそれぞれ多少の違いはあったものの、すべてのプレゼンにほぼ共通して浮かび上がった焦点は、イノベーションの事業化を長期的な視点から支えるメディエータないしコーディネータを中心とする人的交流とコミュニケーションの果たす役割の重要性であった。この点が、特に日本の大学ベンチャー事業において欠けていたことは確かであるが、現在この問題を克服しようとする試みがいくつかなされていることが、今回のコングレスのプレゼンで示された。
　一般的な参加者の感想は、中上崇日本開発工学会会長の閉会の辞でまとめて表現されたように、開催前は三学会連携コングレスの意味について必ずしも確信が持てなかったが、すべてのプレゼンと討論を聞いた後では、このような三学会による交流をもっと進めることがお互いを刺激して再活性化するために必要であるという確信に変わったということであった。それがそれぞれの学会にとってある意味での「創造的破壊」をもたらすかもしれないという意見も述べられた。これらの点は、吉田邦夫国際P2M学会会長が開会の辞でも示唆されたことに他ならない。
　研究会は、亀山秀雄東京農工大学教授によるゼロエミッション・ハウスの説明と、建設中のハウスの見学で締めくくられ、その後は懇親会が開催された。

(Report in English)
On November 19, 2011, the Joint Congress of the Three Associations, IAP2M (International Association of Project and Program Management), JDES (Development Engineering Society of Japan) and SCEJ (Society of Chemical Engineers, Japan), was held at the Tokyo University of Agriculture and Technology-Koganei campus in Higashi-Koganei, Tokyo. The theme for the congress is: "Interactive Process of R&D, Innovation and Business: Viewpoints of Business Models and Project Management".

The importance of holding this kind of joint congress was emphasized by IAP2M President, Professor Kunio Yoshida, in his opening address, where he said that facing a series of disasters and difficulties, especially this year, Japan must develop more effective methods and approaches to deal with serious problems for business and society, and therefore, we need to exchange our ideas and experiences across the boundaries of professional associations on common themes such as innovation and business development in Japan.

While the presentations from the three associations were somewhat different from each other in terms of their methodology, emphasis and style, a common focal point emerged from all the presentations, that is, the key role of human interaction and communication surrounding mediators or coordinators for innovative businesses from long-term viewpoint. While this key element has been lacking, particularly in the case of university-based venture businesses in Japan, various attempts are being made to overcome this problem, according to the current studies presented at this congress.

The general sentiment of the participants was summarized by JDES President, Mr. Takashi Nakagami, who said he was not sure of the merits of this kind of joint activity before the congress, but after all the presentations and discussions, he is now convinced that we need more of these interactive activities among the three associations to stimulate and revitalize each other, even though that might mean a kind of "creative destruction" for existing interests within each association. These points were also emphasized by IAP2M President, Professor Yoshida, at the outset.

The congress was concluded with Professor Hideo Kameyama's explanation of the zero-emission house and the tour of the construction site of the house, followed by a networking party on campus.

2011年度秋季大会：「産業構造転換と変革のためのプロジェクト・プログラム・マネジメント――東日本大震災の教訓と日本復興のシナリオをさぐる――」
日時：2011年9月3日（土）10:00-16:50、於キャンパス・イノベーションセンター東京

午前中（10:00-12:00）、個別研究発表のセッションが5つの会場で開催され、計19本の論文が発表された。
午後一番のセッション（13:00-14:10）では、まず吉田邦夫国際P2M学会会長が開会の挨拶と基調講演者である高橋武秀氏（日本自動車部品工業会副会長・専務理事）を紹介。高橋氏は「東日本大震災－－自動車・自動車部品産業の課題の再認識と再生への展望－－」というテーマで基調講演を行った。
高橋氏は日本の自動車・自動車部品生産システムが、これまで想定されてきたような頑強なピラミッド構造ではなく、かなり脆弱なダイヤモンド構造で、その底に致命的なハブノードがあるという構造的な弱点を説明し、東日本大震災でそのようなハブノードが深刻なダメージを受けたことによりこの弱点が明白なったことを指摘した。また、復旧期間でも供給優先順位の面でも、化学会社のような材料メーカーが加工組立工場よりも震災後に大きなボトルネックになったことを強調した。高橋氏は、今後とも電力不足のような様々な問題に直面する自動車・自動車部品産業が日本で生き残るためには、カギとなるハブ機能を危機対応策としてより安定した国（例えばカナダなど）に立ち上げることも一案ではないかと結論付けた。

午後の基調講演後（14:20-16:50）、ワークショップ「産業構造の転換とこれからの産業力～東日本大震災を踏まえて～」が開催され、モデレーターは木下俊彦氏（早稲田大学産業経営研究所特別研究員）、またパネリストとして高橋武秀氏（日本自動車部品工業会副会長・専務理事）、出口弘氏（東京工業大学大学院総合理工学研究科教授）、浅田孝幸氏（立命館大学経営学部教授）および根本敏則氏（一橋大学大学院商学研究科教授）が参加。まず冒頭で、木下教授よりモデレーターとしての問題提起があり、日本の産業がビジネス環境でも国際競争力でも低落傾向に直面していることが指摘され、東日本大震災、福島原発事故、異常な円高などにより、産業の「空洞化」が加速する懸念が表明された。
ぞの問題提起に対して、4人のパネリストがそれぞれの分析、評価、政策提言などを行う形で議論が進行した。
出口教授は、震災時におけるロジスティックス、特に企業・組織活動レベルのロジスティックスに焦点を当て、また浅田教授は、「メガシティ」のアイデアを東北地方の再生に適用し、さらに根本教授は東北の漁業サプライチェーンの復旧・復興を「共助」の視点から行うことを提案した。
パネリストのプレゼンに引き続き活発な議論が展開されたが、答えよりも多くの問いが残されるという結果となった。いずれにしても、これは現在日本が直面している重要課題を取り上げた刺激的なワークショップであったといえる。

On September 3, 2011, the Fall Conference of IAP2M (International Association of Program and Project Management) was held at CIC Tokyo (Campus Innovation Center-Tokyo) in Shibaura, Minato-ku, Tokyo. The main theme for the conference is: "P2M for Industrial Structural Transformation and Innovation: Lessons from the Great East Japan Earthquake and Scenarios for Japan's Reconstruction"
In the morning (10:00-12:00), there were individual seminar sessions with a total of 19 presentations, which took place in five tracks (Room A-E), as indicated above.

In the early afternoon (13:00-14:10), IAP2M President Kunio Yoshida gave an opening address, introducing the keynote speaker, Mr. Takehide Takahashi (Vice President and Director, Japan Automobile Parts Manufacturing Association), who delivered a speech on "The Great East Japan Earthquake: Reconfirmation of Problems for Automobile and Auto Parts Industries and Prospects for Their Revival".
Mr. Takahashi explained the systemic weakness of the automobile and auto parts production industries in Japan, which was supposed to be a robust pyramid structure, but has turned out to be a rather vulnerable diamond structure with a crucial hub node at the bottom. He pointed out that this weakness became apparent due to the Great East Japan Earthquake, when such hub nodes were seriously damaged. Also, materials makers such as chemical companies turned out to be a real bottleneck, more than mechanical factories, in terms of recovery time and supply priorities. Mr. Takahashi concluded that, facing various kinds of adversities such as electricity shortages in the future, the automobile and auto parts industries might as well set up their key hub functions as a contingency in a more stable country, for example, Canada, for their survival in Japan.

After the keynote speech in the afternoon (14:20-16:50), the workshop on "Industrial Structural Transformation and Future Prospects for Industrial Power: In the Aftermath of the Great East Japan Earthquake" was held with the moderator, Mr. Toshihiko Kinoshita (Special Researcher, Waseda University), and panelists, Mr. Takehide Takahashi (Japan Auto Parts Manufacturing Association), Prof. Hiroshi Deguchi (Tokyo Institute of Technology), Prof. Takayuki Asada (Ritsumeikan University) and Prof. Toshinori Nemoto (Hitotsubashi University).
First, Prof. Kinoshita as the moderator made an introductory presentation, expressing his concern about the declining trends of Japanese industry in terms of the business environment and international competitiveness, possibly resulting in industrial "hollowing-out" in Japan, facilitated by the Great East Japan Earthquake, the Fukushima nuclear accident as well as extremely high yen.
In response to Prof. Kinoshita's point, the four panelists presented their analyses, evaluations and policy recommendations.
Prof. Deguchi focused on logistics, especially at the business and organizational activity level, in emergency situations, and Prof. Asada applied the idea of "mega-cities" to the Tohoku region for its survival and recovery, while Prof. Nemoto proposed the reconstruction of the supply chain of the fishing industry in Tohoku from the "cooperative" viewpoint.
After the panelists' presentations, lively discussions followed, leaving more questions than answers in the end. At any rate, however, this was a very stimulating workshop on the key current issues facing Japanese industry.
