2012年度春季大会：「グローバル人材育成とP2Mによる社会再生～グローバル時代における教育制度改革～」
日時：2012年4月21日（土）9:30-18:10、於東京農工大学小金井キャンパス
午前中（9:30-12:00）、個別研究発表のセッションが5つの会場で開催され、計22本の論文が発表された。この模様については上の写真を参照。
午後一番のセッション（13:00-15:00）では、まず吉田邦夫国際P2M学会会長が挨拶し、基調講演者である亀山郁夫東京外国語大学学長を紹介。亀山学長は「教育改革ことはじめー東京外国語大学の将来」というテーマで基調講演を行った。
亀山学長は、生前懇意な間柄であった故木下俊彦氏に基調講演を捧げると述べた後に、「グローバル人材」の定義および日本のグローバル人材育成における政府の役割について説明を行った。そして、東京外国語大学において、多言語・多文化・多地域の研究に基づいた真に意味のあるグローバル教育を行う計画を示し、そのために2012年4月より、これまでの外国語学部という1学部制から、「言語文化学部」と「国際社会学部」の2学部制に移行したことについて詳しく解説した。
ただし、このような改革は東京外国語大学にとっても日本の教育全体にとっても正しい方向ではあるが、ただ単に第一歩を踏み出したにすぎず、特に中国や韓国のような近隣諸国におけるグローバル教育一般あるいは外国語教育・研究と比べると、これからやるべきことが山積しているというのが亀山学長の主張であった。さらに昨今のような困難で不確実な時代において日本の大学が真にグローバル化するためには、より有効かつ一貫した政府の教育政策が欠かせないという点も強調した。
基調講演後、15:00ころより国際P2M学会の2012年度年次総会が開催され、いつくかの議題が取り上げられたが、なかでも会員数を維持し、可能ならば増やすために、いくつかの新しい事業や試みを行うことが提案され承認された。さらに2012年の秋季研究発表大会について、9月15日（土）に東京農工大学小金井キャンパスで開催することが決定された。なお、全体テーマについては今後決定し発表するものとされた。
次の午後のセッション（16:20-18:10）では、ワークショップ「グローバル時代の実践人材育成と教育のあり方」が行われ、モデレーターは浅田孝幸氏（立命館大学経営学部教授）、またパネリストとして鈴木久敏氏（筑波大学副学長・理事）、村田敏哉氏（千代田化工建設HRMユニット・人事部長）、小野卓氏（三井物産元常務取締役）および亀山秀雄氏（東京農工大学大学院教授）が参加。
まず冒頭で、浅田教授よりモデレーターとしての問題提起があり、グローバルな視点から見た日本の高等教育の現状の解説があり、大阪地域のMOTとビジネスエンジニアリング教育プログラムとの連携の例が取り上げられた。その上で、日本のグローバル人材育成について、日本の高等教育が相当の改革を行わなければ、アジア諸国にさえも大きな差をつけられていくと結論づけた。それに続いて、各パネリストがそれぞれの大学や企業で行ってきたグローバルな教育や訓練の具体的なケースを紹介した。例えば、鈴木筑波大学副学長は、筑波大の東京キャンパスで職業人向けの夜間の大学院をどのように組織・運営したかを詳しく説明した。
パネリストのプレゼンの後に、フロアからの質問はもっぱら、今の若者をどう動機付けてグローバルな方向に自らを教育し訓練するように仕向けたらいいかという問題に集中したが、これはまだ日本の大学も企業も十分に答えを出していない問題と見受けられた。いずれにしても、このワークショップは参加者全員に多くの刺激と考えるヒントを与えるものであったことは間違いない。

On April 21, 2012, the Spring Conference of IAP2M (International Association of Program and Project Management) was held at the Tokyo University of Agriculture and Technology in Koganei-shi, Tokyo. The main theme was: "Global Human Resource Development and Social Rebirth Through P2M --- Institutional Reform in Japanese Education in the Global Age".
In the morning (9:30-12:00), there were individual seminar sessions with a total of 22 presentations, which took place in five tracks (Room A-E), as indicated above.
In the early afternoon (13:00-15:00), IAP2M President Kunio Yoshida gave an opening address, introducing the keynote speaker, Prof. Ikuo Kameyama (President, Tokyo University of Foreign Studies), who delivered a speech on "Beginning of Education Reform -- Future of Tokyo University of Foreign Studies".
Starting with his words that he would dedicate his speech to the late Toshihiko Kinoshita whom he knew well, President Kameyama explained the definition of global human beings/resources and the role of the government in global human education/development in Japan. Then he spelled out his plan to offer truly meaningful global education based on multi-language/culture/area studies at the Tokyo University of Foreign Studies. For that purpose, the University has transformed itself from its traditional one-school (foreign language) system to a two-school system, consisting of the School of Language and Culture Studies and the School of International and Area Studies, beginning April, 2012.
President Kameyama maintained that although this could be considered a step in the right direction for the University and Japanese education as a whole, this was only a beginning and there was so much more to be done, especially compared to global education in general and foreign language/culture/area studies in particular in such neighboring countries as China and South Korea. He also emphasized that it would be crucial to have a more effective and consistent education policy on the part of the government for Japanese universities to become truly global under difficult and uncertain conditions.
After the keynote speech session at 15:00 there was the IAP2M general meeting for the fiscal year 2012, in which, among other things, some new activities and ideas were proposed and approved in order to maintain, and hopefully increase, the membership for this year and beyond. Also proposed was the coming Fall Conference to be held at the Tokyo University of Agriculture and Technology in Koganei on Saturday, September 15, 2012. The main theme will be determined and announced later.
In the late afternoon (16:20-18:10), the workshop on "Practice and Education in Human Resource Development in the Global Age" was held with the moderator, Prof. Takayuki Asada (Ritsumeikan University), and the panelists, Prof. Hisatoshi Suzuki (University of Tsukuba), Mr. Toshiya Murata (Chiyoda Corporation), Mr. Takashi Ono (Mitsui & Co., Ltd.) and Prof. Hideo Kameyama (Tokyo University of Agriculture and Technology).
First, Prof. Asada as the moderator made an introductory presentation, reviewing the current status of Japan’s higher education in a global perspective with an example of some MOT and business engineering programs in the Osaka region. He concluded that substantial reforms would be needed for Japan to compete even with other Asian countries in the field of global human resource education.
Then, each panelist presented his case of global education and training at his own organization. For example, Prof. Suzuki explained in detail how he organized and administered evening graduate programs for young businesspersons to acquire global business knowledge and skills at the Tokyo campus of the University of Tsukuba.
After the panelists’ presentations, questions from the floor centered on how to motivate young people to study and train themselves in the global setting, a problem which has not yet been fully answered by Japanese universities or companies. At any rate, however, this workshop was quite stimulating and instructive for all the participants.

In Memory of Mr. Toshihiko Kinoshita

We have been informed that Mr. Toshihiko Kinoshita, IAP2M executive member, passed away in the early morning of March 25, 2012, and the funeral was held on March 31 by his family members and close relatives only.
As his colleagues of IAP2M, we wish to express our deepest regret that he is no longer with us, and our sympathy and condolences for his family members.
We pledge that we will do our best to succeed his will and make his dreams come true, as he clearly stated on his homepage:
“I wish to be a man who believes in Japan’s tomorrow and wishes to study and act together with you all so as to contribute to the sound development of Japan, Asia and the world even a little. (Toshihiko Kinoshita)”

国際P2M学会 2012年4月2日
大変残念ながら、国際P2M学会評議員の木下俊彦氏が3月25日未明に逝去され、3月31日に葬儀がご親族のみで行われたという訃報を受けました。
国際P2M学会の元同僚として、我々は氏と今後一緒に活動出来ないことを真に悔やむとともに、氏のご遺族に対して心から哀悼の意を表するものです。
我々は、以下のように木下氏のホームページに明記されている氏の遺志を受け継ぎ、その実現に全力を尽くすことをここに誓いたいと思います：

スピーカー：甲斐賢治氏（せいだいメディアテーク）によるプレゼンテーション
Invited by the Ambassador of the Netherlands, Mr. Kenji Kai, Director of the Activity Support Department of Sendai Mediatheque, gave a talk about the "center for remembering 3.11" (recorder311) at the Dutch Ambassador's official residence in Tokyo.
He explained about Sendai Mediatheque, that is Sendai City's life-long learning facility, and its recent activity called "recorder311", where any citizen can participate in this activity by contributing his or her own videos, photos, or any other information about the 3.11 earthquake and tsunami in the Tohoku region.
As of February 29, 2012, there have been exactly 100 participants offering 425 video movies and about 8500 photos for the recorder311 activity with possible copyright issues to be cleared by direct contracts between each of the participants and the city of Sendai so that future secondly use can be made for public purposes.
Mr. Kai emphasized the importance of citizen participation in this activity for them to remember and ponder the disasters that hit their communities and regions so severely. He said he is hoping that all of the web pages and collected materials will be translated into English for a wider audience, and the entire records collected will be transferred to some organizations that can preserve and utilize those records publicly.
Generally, his activity and presentation seem to be well received by the audience with some doubts and reservations remaining on the part of professional Journalists.
オランダ大使の招待により、甲斐賢治氏（せんだいメディアテーク、企画・活動支援室室長）は、東京のオランダ大使公邸において、「3がつ11にちをわすれないためにセンター」（3.11 わすれん！）について講演を行った。
甲斐氏は、まず仙台市の生涯学習施設である「せんだいメディアテーク」について説明し、さらにその最近の活動である「3.11 わすれん！」について、誰でもが3月11日の東北の大震災に関するビデオ、写真などの情報を投稿することによって参加できる活動であるとして詳しく解説を行った。
実際に2012年2月29日現在で、ちょうど参加者数が100人となり、合計で425のビデオと約8500の写真が「3.11 わすれん！」の活動のために集められ、さらにこれらの発信に関しては参加者の一人一人と仙台市の間で著作権についての契約が結ばれ、将来の公的な二次利用を可能にするような工夫を凝らしたことも詳しく説明された。
